Boil 4-5 medium-sized potatoes until tender. Mash them until smooth.
In a pan, add 2 tablespoons of butter and mix in black pepper and a little salt with milk. If using fresh meat, it's okay to use this step as well.
Fry 2 cloves of minced garlic and half an onion until softened.
Add 300g ground beef and crumble it up.
Add half a grated carrot and continue cooking for a bit before adding 4 tablespoons of tomato paste, 2 tablespoons of soy sauce, 1 tablespoon of chili sauce, and 1 tablespoon of tomato sauce. Add some black pepper with a pinch of chilli flakes and 1 teaspoon of salt (previously forgotten).
Combine all the ingredients in one pan and mix well.
For the second layer, spread mashed potatoes on top to create an even surface.
Top with mozzarella cheese and bake at 200 degrees Celsius for 20 minutes until golden brown.
Serve warm and enjoy.
