Prepare the ingredients: 3 cloves of garlic, 1 tablespoon of black pepper, 1 tablespoon of white pepper, and 3 cloves of shallots. Add a little dried shrimp.
Grind these ingredients until they are fine. Discard any yellow color from the pot.
Grind them finely, then mix with a little salt, seasoning powder, and baking soda. Add chicken stock and grind well.
In another bowl, mix 1/4 cup rice flour and 1 cup water. Then add the ground mixture and mix until smooth.
Prepare a small box of coconut milk and an egg. Mix them into the batter.
For the coating: prepare some rice crackers and dried bilis fish (anchovy). Dry them slightly, then remove them.
Heat oil in a pan and fry the spice mixture until it dries up. Then place the mixture to prevent sticking.
Pour the batter over the fried mixture and spread it thinly. Return the heat and fry until golden brown.
Turn off the heat when they are nicely crispy, then remove them.
